If the problem is that you are unable to add new sites to the list of RPM sources, then you may need to upgrade rpmdrake to a newer version. rpmdrake is the graphical frontend to urpmi, and it's the program that is opened up when you click on Software Manager.
I'm assuming that you are running Mandrake 8.1 because this was a common problem. Installing rpmdrake-1.3-106mdk.i586.rpm from http://www.rpmfind.net should fix this. I haven't been able to upgrade to any higher version of rpmdrake on my system, however, because of all of the high level dependencies.
