Yes mostly. All the apps included in Disc1-3 are the same. The install files for the Powerpack are a little different in that the Base contains hdlist.cz 1-6 where as the Download edition contains only 1-3. Do not feel singled out in your experience. Disc1 of the Powerpack I received was also Bad. I did as you are considering, installed the Download edition and then manually installed the Commerical apps I wanted off Disc3+4. Charles
