I'm still having a FORBIDDEN error on my local user directory for apache
public_html.   I have tried changing the permissions on the directory using
CHMOD, CHOWN and whatever else I could find.  I thought it might be because
of using my cable modem, but when I shut it down it doesn't work and I can
only get files in the /var/www/html directory.   I'm a single user so I can
continue my php programming lessons using /var/www/html, but I have to do
that at a root level, and besides - I didn't have this problem with another
cpu I had installed Apache/PHP/MYSQl on.   It's bugging me to death!  I've
RTFM on PHP site, Apache site, and peruse the mailing lists.   I have
checked my .conf files and everything looks fine!  

What else could be happening?
