OpenOffice is the ongoing development of the StarOffice open source project, and they are, to some extent, writing or finding replacements for the stuff that could not be incorporated when StarOffice became open sourced. I think, but am not sure, that StarOffice also continues to be developed as an open source project. I've think I've heard more people expressing a preference for OpenOffice than vice versa.
