Well I dunno... All I know is I have one computer running without devfs and it does not have a /dev/sound directory, and another computer running with devfs and it does have a /dev/sound directory. (I can't be bothered to climb the stairs to see what the 3rd computer has) Just making the directory will not help. there needs to be a 'node' created.
What are the details of your sound system? Does sndconfig find anything? Many sound problems turn out to be IRQ conflicts.
