You might need a lawyer, but my guess is yes, you will need client
licenses.  You'll have to read the (relevant) Windows licenses very
carefully.  There might be a loophole in a chain of reasoning that tries
to say there is only one client of the Windows box, it is the Linux box
-- all the other clients are clients of the Linux box, but *Microsoft*
and *loophole* don't go together.
