Hah - got it to work! It wouldn't work on the first attempt, because it was translating most of the weird characters used to represent Hangul in Latin1 to question marks, but I found � worked. OK, this might also filter out mail from Anglo-Saxon scholars and D&D enthusiasts who like to sign things with names like �lfwynd. Actually, this little exercise made me notice all the extra features in KMail 1.3.1. And there's a new version out I haven't even looked at yet (waiting to install it when Mdk 8.2 comes out).
