I don't think so - any user can "nice" their own running tasks so nicer "nice" values (i.e. any user can say, this program I am running, it's low priority so don't spend too much effort on running it for me) but only root has the power to do the opposite (i.e. lower the nice value to make the scheduler spend more time on this piece of code).
