Yes it is unless theirs is Xtart-1.1-6mdk.i586.rpm

I sent it in but did not have the close access I used to, so culd not 
transmit it from the build cluster.  So if someone had time to build 
from the sprm it will be there.  I am also DLing the 8.2 final like the 
rest of you, so I can't say for sure

The srpm is not any more useful, because after install you can always 
retrieve the complete source for Xtart from /usr/bin/Xtart and learn 
like anyone who reads the code and comments, that it was done in a fit 
of picque because someone was bugging me about how to set up for another 
wm using Xdefaults and such--a method we ceased to employ after 7.0.

Anyway, it is a snippet of code in python and runs well, and the bugfix 
was to change the calling method for real WMs so that consolehelper 
(which is called for icon clicks that need root) could properly handle 
the state of the environment variables.  Example: in the old Xtart, 
clicking on the Control Center resulted in an ask for root password and 
nothing else, in the new one, you get the control center.
