You need libpng3-devel.
A VERY STRONG word of warning.
Even if you keep libpng2 and install libpng3/lipng3-devel you may get KStars to
install an run there is a very good chance that you will screw-up the graphics in most
WMs and in many apps because you have have only one devel pkg installed.
Just do rpm -q --whatrequires libpng.so.2
It is possible to do a sym link which will help but it is not totally effectual.
If you Have to have a pkg that needs lipng3/lipng3-devel I would suggest waiting and
upgrade/install 8.2
