No this isn't sccessing a webserver as such.  The https just means it's
using encrypted transmission (s = secure).  You can do this on any
system as long as you turned webmin on.  Easiest way is to try it.  If
no response go to Control Center | System | Services and turn webmin on
if it's listed.  If it's not you can install it from the distro CD's
using the Software Manager.

Give it a try - it's a good tool.
