Even if we had the right to redistribute, we would not put it on the
downloadables. We have finally eliminated non-free software on the 3
CDs with the departure of Netscape from 8.2. We do not need to add to
our sins by putting non-free software back.

It may be free of charge, but free to us means the right to modify,
distribute, and distribute modified copies thereof, which means the
source is available. Also, we would like to be able to support at some
level what we put on those CDs, and we can't do that without source.
