It's odd that pci shows the modem using IRQ 10 but interrupts don't show it listed. Are you sure you have the modem driver installed correctly? Maybe that it's not actually loading. Here's something to try. Open a terminal window and su to change to root. Then run modemconf and see if it detects your modem. It may not, particularly if you are using IRQ 10. Click on the detect button and see if it finds it then. If it does, you should click the accept button. This will create a link between /dev/modem and the actual device.
