The first thing to try (which doesn't actually require any changes to be 
made) is to ignore the Mandrakesoft stuff which, in my experience, 
doesn't quite fit together. Try:

su
<password>
modem_run -m -f /usr/share/speedtouch/mgmt.o
pppd call adsl

and, hopefully, after about 20 seconds you should be connected.
