- From the command line, it's not trivial.

If you're not using Gnome or KDE, it's a two-stage process (wipe 
everything then make a new MS-DOS file system on the floppy):

(log in as root)

fdformat /dev/fd0u1440
mkdosfs /dev/fd0
umount -a /dev/fd0

(the last step is needed if you're formatting more than one floppy in a 
row)
