thanks to Dimitris Loannou and Brandon Vanderg,
and an un-named person who emailed me directly,
i managed to do what i set out to do.

for the benefit of anyone other newbie w/o a cdrom drive,
the key bit of info is to point the mirror to the directory containing
the Mandrake RPMS,
eg
ftp://mirrors.secsup.org/pub/linux/mandrake/Mandrake/8.2/i586/Mandrake/R
PMS/
and set the relative path to hdlist correctly,
in this case      ../base/hdlist
(i think the .cz part of hdlist.cz can be omitted)
