Edit the file "q3config.cfg" with a text editor. It can be found in the
"baseq3" directory where you installed q3. Find the line that says:
seta cg_drawFPS "0"
and change that to:
seta cg_drawFPS "1"
Now q3 will always display the FPS when you start a new game.
