Derek: Can you be more specific about your problem? Is it related to the specific driver that you have downloaded, or do you need help in the general area of installing programs in Linux? Don't be bashful about it -- at one time or another, every one of us has asked ourselves, "OK, now what the hell am I supposed to do?" It would also be useful to know (1) the exact model number of either your modem or the modem chipset -- PCTel makes a lot of chips that are used by a lot of modem manufacturers, and (2) details about the driver that you have.
