Add 'user' and 'umask= 0' to /etc/fstab, eg, (mine)
/dev/hda1 /c vfat user,umask=0,defaults 0 0
[FWIW, /mnt is a lousy place for win partitions. I always move
/mnt/win_c to a dir I create called simply /c ]
Then, after a 'mount -a' (as root), type 'mount' and you should see
/dev/hda1 on /c type vfat (rw,nosuid,nodev,umask=0)
