I could be wrong, but I think it just looks up the set of peers to use when you first connect. If some of those peers then disappear (exit their session, lose their connection, whatever), that part of your downloading disappears. Perhaps if they all dropped if it would look for new ones, but I don't know. But reconnecting forces it to find a new set of peersr. I think this explains the symptoms.
