Okay, sorry I didn't see that you thought it was installed.

To verify, try 

"rpm -qa | grep -i lame"

You might also try "which lame"  If nothing is returned, it is not installed.  
I think you get it from plf.

Command line is something like "lame <options> some.wav some.mp3"
