This is particularly useful for filling out pdf forms. 
They note that flpsed may not work with every ps or pdf 
file. However, if it doesn't work with a particular file, 
one can try ps2ps for postscript files, or for pdf files 
one can use pdf2ps or pdftops to be sure about what ps/pdf 
format the file is in. The man pages give details about 
ps2ps, pstops, pdf2ps, pdftops, and ps2pdf. I believe these 
stand-alone utilities are installed with xpdf.

With regard to if PDF files are supposed to be editable: 
The idea is that they should not be easily editable, 
especially as a result of inadvertent changes (you 
didn't realize that you even hit that key). Inexperienced
word processors will close a file by saving it, thereby 
making a permanent change to the file without even 
knowing they did that.

You can password-protect files from deliberate changes. 
However, none of that is really foolproof. Anyone who 
knows the postscript language can turn a PDF file into a 
postscript file and edit it using any text editor. The full 
Adobe Acrobat certainly includes an editing feature.
