The first thing to remember is that everything in the /proc directory
tree is dynamic in nature, and is generated by the kernel. I believe the
 /proc/scsi directory is generated by the scsi_mod module. The
/proc/bus/usb directory is generated by the usb file system being
mounted. You may want to check to see if /etc/sysconfig/usb has
"USB=yes" in it.
