You should leave /root as part of the / partition. While moving it to
/home could be done, it is not that easy for a newbie, and is not a good
idea for other reasions. Besides, the amount of data in /root is not large.

One thing that can be comfusing when talking about directory scructures
is that when you say the root directory, you are referring to /, and not
/root. /root is user root's home directory. It is a seperate directory
off of / so that it is always available, even when booting in
troubleshooting modes where /home may not be mounted.
