You might find your USB TV card works if you install the multimedia kernel.
The multimedia kernel contains drivers for some TV cards not supported by the 
standard kernel.

To install it, first ensure you have an online software source defined for the 
'contrib' mirror. (Go to http://easyurpmi.zarb.org/  to learn how to do that)

Then in your software install GUI search for 'kernel' Find and install the 
multimedia kernel.
The new kernel will become the default kernel on boot. The old kernel will 
remain installed and can be selected by the Lilo Boot menu. If you want to 
choose a different default kernel use the Boot GUI in Mandriva Control 
Centre.
