I had the same problem in 10.1 until I read this article: http://www.mandrakehelp.com/RPM-HOWTO.html
Then I realized that I had been incorrectly listing the ftp sites in the software media manager, even though it did correctly list the packages available. But from your hard drive, can't you just click on the rpm itself to install?
