There are a number of ways. One way is to lock the account using
drakuser or "usermod -L <username>. I am not sure if locking the
password will stop them from connecting using ssh if they have a key
pair and log in without using a password. You can also run vipw and
change their shell to something like /bin/false. You may be able to do
the same thing with usermod. You can block everyone except root from
loggin in by running "touch /etc/nologin".
