Keith I think you will find that there is no cap on uploading, only on downloading. The reason Joe suggested limiting the upload rate is because your ADSL service is "Asymmentric". The upload bandwidth is a lot less than the download bandwidth, and it is easy to saturate the line with Bittorrent traffic. When that happens the symptom you would see is slow browsing and variable delay. Limiting Bittorrent upload rates will preserve your browsing experience.
