A big thanks to all who replied.  For an unknown reason, I took a look at the 
hosts file.  It still had my laptop (wireless, xp) ip but had lost my 
(desktop, nic)  ip .  It had my host name and localhost associated with the 
localhost 127... ip.  How that happened I don't know.  After I restored 
hosts, it still ran slow.  So, I reran the D-Link setup tool.  I use the same 
config as before: DHPC is enabled, but it is set to always associate the same 
static ips with the MACs of both machines.  The browser is now very fast!  
resolv.conf, network, -etho files all have the same setting as before.
