It can definitly affect your browsing. If /etc/host.conf is set to something like "order hosts,bind", (default setting) then if a host is listed in /etc/hosts, that IP address listed there will be used. This will override any name server listing for the same host.

Try adding something like:
192.168.123.45  www.google.com
to your /etc/hosts file, and then try to open http://www.google.com and see what happens.
