I've been poking around the 2006 CD's and they do have the new Manuals on them. The Starter manual appears to be installed by default and can be found on the main menu under More Applications/Documentation, but the Command Line and Drakxtools docs you'll need to install yourself using the software installer (search for Mandriva-doc).
