I don't know about first signup, but the welcome message is still posted 
regularly on the list.  Sadly, it doesn't appear to get read very 
often.

I think there are two problems here.  One is that certain newbies are 
disinclined to follow advice given, so that people lose patience.  If 
you ask a question so that you can better advise the newbie, being 
ignored doesn't make you eager to help further.

The other thing is that many of the more experienced people are also 
wanting to download and install 2006, so at this moment have less time 
to devote to the list.  Many of them will be heavily involved in 
bug-hunting.
