Fairly normal behaviour I think. It depends on how long it is since you shut down Azureus. Your IP address is held by the torrent tracker & given to everybody who asks where they can get parts of the files that you were seeding. So they're coming to you to try & connect to Azureus.

If Azureus shut down correctly then I think it should have updated your status at the tracker. Other people's BitTorrent clients will eventually update their local copies of the torrent file and will then stop trying to connect to you. I would expect the rate to slow greatly within about half an hour. If Azureus didn't get a chance to tell the tracker that you were closing down then I'd guess the tracker times you out eventually. Not sure how long that takes though.
