Ok, I solved things by doing the following:
-remove cpufreqd
-edit /etc/sysconfig/cpufreq, where I uncommented the fields and now
looks like this:

#uncomment to set cpufreq governor after module load
#possible choices are ondemand powersave userspace performance
GOVERNOR=userspace
#minimum frequency
MIN_FREQ=1000000
#maximum frequency
MAX_FREQ=1800000

Now it works both from the applet and using cpufreq-selector -f <frequency>

I also closed the bug. It's clearly not a problem with the applet itself.
