The only USB devices were the keyboard and mouse. He just removed those devices and replaced with non-USB keyboard and mouse with exactly the same results. Next try was with USB disabled in the BIOS. This allows it to proceed normally with the installation but there will be no USB unless that can be reversed after installation.
