When you boot up from the Install CD/DVD, rather than hitting enter to start the boot process, try hitting F1 and then type in linux noapic. You might also try linux noapic nolapic, as well as linux noapic acpi=off. However, I would always try the first one as a first shot. Many motherboards have proprietary implementations of APIC that are handled by driver implementations included in Windows software.
