Is an ftp server be required to access another machine using fish under Kbear?

One can set Kbear to use the following protocal protocal: smb, fish, fonts, 
nfs, sftp.

Isn't setting protocal to fish the equivalent of typing fish into the URL bar 
in Konqueror?
