Wrong URL.  Here is the correct one:

It is working from Atlanta, so your Bellsouth tech guys are wrong.  However, 
you need to go to www.myflorida.com, not myflorida.com

Well, my guess would be that the State of Florida has a firewall in place and 
are discarding pings.  Not necessarily a normal thing for a corporate site 
policy, but not out of the realm of possibility either.

He is correct.  And the mere fact that a ping is not returned doesn't mean 
much.

It is being served and the web site is active and if I knew which file you 
were trying to download, I could probably get it for you.  However, the link 
that I copied to the top here is working for me and your posted link resulted 
in an error.  That means that the webmaster has not setup his default index 
files correctly on the web server.  However, that is easily fixed by going to 
the correct page.
