Google can be your friend. I found many sites that mention that
file. I would probably go to sourceforge .net and find it. It
doesn't seem to be available separately as a package. The file
that I have in my /usr/lib is actually libmp3lame.so.0.0.0., and a
sym-link called libmp3lame.so.0.
