I don't know, but if it's anything like Photoshop, you have to have to use the marquee tool to align layers that don't take up the whole canvas. For instance, to align text, you'd select a layer with text, use the marquee/selection tool to select the whole canvas, or just a part, then use the alignment option to align the text with an edge or the middle of the marqueed area.
