If you want to do it by hand, you can add one of these options to your /etc/X11/xorg.conf file: ctrl:nocaps makes Capslock an additional control key caps: caps:shift capslock acts as another shift key. You have to add these options to the Option "XkbOptions" list like this: Option "XkbOptions" "compose:rwin ctrl:nocaps" (compose is another different option). There used to be a gnome app for this precise purpose in the preferences in gnome 2.6, but they've yanked it out. Pity, it was so useful...
