Well, I will make a suggestion here.  Since you can't compile mysql apps, then 
the existing package you have is not valid.  So, if you can remove it with 
urpme, you should do so.  Then you can use urpmi to install the correct 
package and I would suggest explicitly identifying it rather than using a 
short libmysql-devel, by actually specifying libmysql14-devel, if you are 
running version 4 of mysql.

You SHOULD, note the emphasis, be able to uninstall the devel packages without 
harming any running copy of mysql.  Devel is only used for compiling other 
apps that interact with mysql.  I have two separate servers running, both 
with mysql databases and I don't have the devel packages installed on either.  
I add them as I need to compile and then remove them when they are no longer 
necessary.

Another option would be to build a development system with the correct 
packages, build your apps on that system and then transfer them over to the 
production system via by creating packages for them.  I don't have any 
production systems that keep devel packages available because it is bad 
practice to do so.  But, I don't know the specifics of your situation so I 
can't really comment.
