What kind of modem are you using? You should know that /dev/modem 
is a symlink to the actual modem device. I have a serial modem on 
one machine and another one that's USB. There is a /dev/modem on 
both machines but it points to different devices. You need to know 
the kind of modem you are using to determine what device it is and 
if the driver for it has been loaded. The actual device is likely 
somewhere in /dev/tty or /dev/tts. A serial modem is /dev/ttyS0, 
the USB modem is /dev/ttyACM0. I don't have DSL or cable, so I have 
no idea which device points there. You might Google on the web for 
the Linux device database. A lot of modems are listed with the 
drivers that run them.

That application likes /dev/modem -- period. Once you determine 
which device is your modem, then symlink it to /dev/modem and 
Kdeprintfax will work.
