As root from the CLI type in "service slmodemd status"  If you get an error, 
then the package is not working.

If you want to get your modem working, I posted a write-up that tells you how 
to manually install the slmodem drivers for those people who have upgraded 
their kernel to a version that is not supported by the pre-built driver.  It 
is possible that you have installed a more up to date kernel and the existing 
package that contains the compiled driver is actually for a different version 
kernel.  If that is the case, you can follow the instructions in the howto 
and compile the modem driver very easily.

Well, you are using a Winmodem which is hardware that is designed for Windows 
with a Linux OS.  That should help to provide some explanation for why there 
are problems.  If you purchase an external serial modem which is a hardware 
based modem, you will find that you have no problems at all with the modem.
