I was having the same problem, and it turns out it was very likely my ISP throttling or 'shaping' bandwidth (not sure what that means, read it in the latest Azureus update which I just installed). I enabled encryption, and though that can increase CPU load (I don't notice it unless I'm plalying a game or something) depending on how hard the encryption is, I am not experiencing any slowdown on the network, except that since Azureus is downloading X-Men Last Stand (woot!) at my full downspeed, web pages take an extra second or two to load, that's it.
