Dunno whether you accept the commandline as magic but:
I use the following in scripts;

"texexec --pdfarrange --mode=a4 pdfFile.pdf" could do that.

That's for a4 size new file named "texexec.pdf" ....there's more, obviously.
Look at the texexec man page for the options, including others like setting 
margins of 1.5cm (--paperoffset=1.5cm) or simple scale or putting multiple 
pages on one sheet.

Another one to look at is "pdftex".
