When a user logs on to *nix, the contents of the password file is read, and
in there, there is an instruction on which shell to run. You can point that to
any program. So you may like to write a wrapper that all users log in to which
examines the username and takes action accordingly.
For the record, I thing bash reads /etc/profile.
