AFAIK, it is possible to make XDM run other X programs in parallel to
the login window, so it should be possible to run your own menu buttons
(e. G. as a small tcl/perl/python script with tk windows).

Did you have a look at GDM? It seems to be a reasonable successor to XDM
and has lots of options, and just worked fine for me on all my machines.
