AFAIK the Radeon cards can only produce the same refresh for CRT and TV (btw TV-out 
with ATI cards requires decent knowledge of voodoo magic and dark arts ;), so if you 
want TV-Out the refresh for your CRT will go down to 50 (or 60) Hz on enabling it. 
This, however, should be done automatically when enabling TV-out. In XF86Config there 
should be "ati" or "radeon" in the device section, if those are different from the one 
for RageIIC you should try altering this.
