I have got some 5-6 posts from darwin-development mailing list 
explaining this Darwin/Mac OS X versioning scheme.
If anyone needs it I can send it off-list. Or you can go and check out 
the archives of that list
on lists.apple.com(dated Feb 22, Subject : Darwin version number) for 
the same.

For now, the recommended solution is you download the Xinstall.sh or 
Xinstall.bin file.
(Note if you are downloading the Xinstall.bin file rename it as 
Xinstall.sh).
and run the following command from ur prompt

  prompt> sh Xinstall.sh -check

This will report the correct version of the binaries you need to install.
This is the sure-shot method, and at least it has worked for me.
It is well documented in the Installation Instructions as well.
Someone else can point the url, I can't remember it offhand now.
However it is not too difficult to find.
I recommend that you read and follow those instructions exactly for the 
installation process.
